The protester contended that the contract awardee could not have furnished evidence of capability to comply with the solicitation requirements without proselytizing the protester's employees and that the delay of award after the preaward survey was to encourage this practice. Since the awardee furnished evidence of capability at the preaward survey, this aspect of the protest was without merit. An allegation that the contracting officer ignored information relating to the awardee's responsibility was untimely.
