A protester objected to procurement procedures and contents of a solicitation. The protest was denied because: the agency's use of an approach which mandated approval of "substituted" parts before delivery involved contract administration which is generally not for resolution under the bid protest function; the parts procurements could not be advertised since specifications suitable for formal advertising were lacking; the agency properly corrected a pricing provision by amendment; offerors could not be required to list parts they would supply under the contract as it would create too great an administrative burden; set-asides for small business are not mandatory for any particular procurement; the agency had adequate data available for determining acceptability of parts; and the protest to alleged irregularities in prior years was untimely.
