The General Services Administration (GSA) requested reconsideration of a decision upholding a protester's contention that GSA order should have been placed under the Federal Supply Schedule (FSS) contract rather than under a separate definite quantity contract. The decision was affirmed since, at the time the order was ready to be placed, there was in effect an FSS contract under which the order could have been placed; it was incumbent upon GSA to ascertain this possibility prior to award.
