Review of Determination That Small Business Is Nonresponsible

A protester objected to its rejection as a nonresponsible bidder. The small business concern was found to be a nonresponsible bidder by the contracting activity, and denial of a Certificate of Competency was viewed as an affirmation of the nonresponsibility determination. Certificate of Competency determinations are not reviewed by GAO, and GAO will not require Small Business Administration to issue a Certificate of Competency or to reopen the case.
