Unpaid Compensation of Deceased Employee Applied towards Indebtedness to the United States

Albert C. Allen, Authorized Certifying Officer, Department of Health, Education, and Welfare, requested a decision concerning the disposition of unpaid compensation, representing unpaid salary and accrued annual leave, due the beneficiaries of a deceased employee who had obtained funds from the Government through falsified purchase orders and invoices. If the evidence established liability on the part of the deceased employee, the agency can apply the unpaid compensation towards liquidation of the indebtedness.
