Request for Retroactive Salary Increase

The Assistant Administrator for Planning and Management, Environmental Protection Agency, requested authorization to make a retroactive salary increase for an employee who was hired at a step within grade lower than she was promised. The Civil Service Commission approved the employee's appointment at the higher rate, but the employee may not receive a retroactive salary increase since prior approval must be obtained for promotions above the GS-11 level.
