The Chief, Accounting and Finance Branch, Warner Robins Air Logistics Center, requested a decision concerning retroactive appointment and compensation for an employee who had worked for 40 hours prior to the agency's discovery that she had not been processed by the personnel office. Although the employee may not be retroactively appointed, she may be compensated for her services as a de facto employee since she acted in good faith and started work on the day intended by the agency.
