The protester alleged that the low bidder's price could not possibly support the wages and fringe benefits required to pay for the minimum number of manhours specified in the solicitation. The protest was rejected since the solicitation did not preclude bidders from using their own estimates of manhours. The protest based on the allegation that the bidder will suffer a loss provided no basis to disturb the proposed award since the regulations do not justify the rejection of an otherwise acceptable bid.
