The protester to a documentation services award alleged that the awardee's proposal was nonresponsive because the personnel proposed were not committed and were not used by the contractor. Since the request for proposals did not explicitly require evidence of commitment of the proposed personnel to work on the resulting contract, the solicitation was subject to only one reasonable interpretation--that the personnel were not required to be committed to the contract. Therefore, the solicitation was not ambiguous, and the proposal was not nonresponsive.
