Technical Evaluations of Proposals

The protester alleged numberous improprieties on the part of the Army in awarding a contract and sought a reevaluation of the negotiations. The protest was based to a very substantial degree on the protester's misunderstanding of the applicable law, and many of the allegations were mere speculation. The protest was denied as were the claims for proposal preparation costs and certain "damages."
