Noncompliance with Affirmative Action Plan Requirements

The protester objected to the rejection of its bid as nonresponsive to the affirmative action requirements of the solicitation. The bid which stated a minority employment goal below the required minimum was properly rejected as nonresponsive, and failure to comply cannot be waived as a minor informality and cannot be corrected after bid opening. Acceptance of the nonresponsive bid would be inconsistent with maintaining the integrity of the competitive bidding system.
