The protester objected to the award of a contract, asserting that it had submitted the low bid. Since the protester's initial submission was without legal merit, no report was requested from the procuring agency. The acceptance of a bid which was low by virtue of an offered prompt payment discount was proper since the solicitation provided for the evaluation of such discounts. A solicitation statement that the award would be made on the basis of price and "other factors considered" did not permit an award to other than the responsible low bidder submitting a responsive bid.
