Correction of Bid Error after Bid Opening

The General Counsel of the General Services Administration (GSA) requested an advance decision with regard to GSA's recommendation that a bidder be allowed to correct an alleged mistake in a bid item. The bidder can be allowed to correct the error after bid opening, even though the corrected bid became the lowest bid and displaced another bid which had been low, since the mistake and the intended bid price were ascertainable from the invitation and the bid itself.
