Protest Involving Expenditure of Nonappropriated Funds

The protester requested reconsideration of a decision which declined to consider a protest against the Government's procurement on behalf of a foreign nation pursuant to section 22 of the Foreign Military Sales Act. The prior decision was affirmed since the procurement essentially involved expenditure of nonappropriated funds.
