The protester objected to certain solicitation specifications, to the rejection of its proposal, to the refusal of the agency to postpone the date for receipt of proposals, and to the agency refusal to disclose certain information. The protests were denied. GAO has no authority to determine what information must be disclosed by other agencies under the Freedom of Information Act. Protests against solicitation specifications were untimely. The contracting agency did not act arbitrarily or capriciously in not postponing the date set for receipt of proposals.
