Alphonse Rodriquez, Associate Director for Administration, Community Services Administration, requested a decision concerning retroactive promotions and backpay for employees in career-ladder positions whose promotions were delayed solely because the Civil Service Commission had suspended the region's classification and promotion authority. Exceptions to the merit promotion plan, which was in accordance with a national labor-management agreement, were not raised in other regions or pursued at the agency's national headquarters and were ultimately withdrawn. Therefore, GAO did not object to retroactive promotions and backpay for the employees.
