Protest against Evaluations of Bids

The protester asserted that it was the lowest bidder under the evaluation criteria and should have been awarded the contract for the telephone system. Since the bid required payment of the protester's capital costs at the outset of the lease, it was properly rejected as requiring an illegal advance payment. Failure to consider factors not included in the invitation for bids as factors for evaluation was proper.
