The protester objected to the award of a 100 percent small business set-aside contract. The protest against the decision to set aside the procurement for small business was untimely since it was filed after the closing date for receipt of proposals. The Government may pay premium prices to small business firms on small-business-restricted procurements. The determination as to price reasonableness was not disturbed in the absence of a showing of bad faith or fraud.
