The protester objected to a contract awarded by a federal grantee, alleging that the awardee had not complied with the bidding requirements. The state law was unclear on close questions raised in the complaint, and the grant conditions indicated that state law should govern the procurement. GAO declined to superimpose its interpretation of the state law and found no basis to object to the award.
