The protester objected to the award of a contract to any bidder submitting a bid price lower than theirs, alleging that these bids were below actual labor costs, and contended that those bidders should be found to be nonresponsible. There is no legal basis to preclude a contract award merely because the bidders may have submitted below-cost bids. The protest against the affirmative determination of responsibility was not reviewed since bases for review were not present.
