The protester requested reconsideration of a prior decision which let stand an award to the only firm which submitted a bid. It was not an abuse of discretion to accept the only bid received and not cancel the procurement where there was no deliberate effort by the procurement activity to preclude the bidder from competing, significant effort was made to obtain competition, and the award was to be made at a reasonable price. Failure to meet Commerce Business Daily publication requirements was not in itself sufficient basis to invalidate the award. The determination of price reasonableness was a matter of administrative discretion not subject to review in this case.
