Admiral D. M. Altwegg, Commander, Pacific Missile Test Center, requested an advance decision concerning an employee who was temporarily promoted and then was returned to his former position and grade with credit for within grade increases. The employee requested that his salary be adjusted based on the highest previous rate earned during the temporary promotion and that he be compensated retroactively. There is no agency regulation requiring the use of the highest previous rate earned during a temporary promotion of more than 90 days. No administrative error was made that would support an award of backpay. (SW)
