Application of Highest Previous Rate Rule to Transferred Employee

The Administrator of the National Aeronautics and Space Administration requested an advance decision concerning the application of the highest previous rate rule in the case of an employee who transferred to a position at a lower grade. Although the agency had failed to document the denial of the rule, the denial was within the agency's discretion and did not constitute unwarranted personnel action.
