Claims Arising From the Government's Lease of Certain Lands Encompassed in the White Sands Missile Range

The lessor submitted a number of claims arising from a lease and suspension agreement under which the Army leased certain lands owned in fee simple by the lessor as well as state and federal grazing lands used by the lessor. If the lessor would be willing to accept the proposed settlement for the government's obligation to restore the improvements on the premises, the Army would make the payment in the proposed amount upon obtaining a full and complete release that would prevent any further claims. If the lessor is unwilling to settle on this basis, settlement can be delayed until the land is acquired by the government in fee simple, as planned.
