The protester requested reconsideration of a decision which determined that its weld repair process was not entitled to trade secret protection and that the Government had not wrongfully disclosed the alleged proprietary data to justify the cancellation of a request for proposals. Since there was a mix of private and Government funds in developing the process, the process was not entitled to trade secret protection. Since the process was not developed at private expense, release of the information did not provide a basis for protest.
