The protester claimed anticipated profits and anticipated contract salary following a decision that the contract awardee's bid should have been rejected as nonresponsive. Anticipated profits are not recoverable against the Government, even if the claimant was wrongfully denied a contract, nor is anticipated contract salary recoverable. Post-bid-opening expenses are recoverable only where expenses have been incurred and the Government would be estopped to deny existence of a contract.
