Apparent Conflict of Intent Between the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976 and the Fiscal Year 1978 Appropriation Legislation for the Energy Research and Development Administration
B-159993: Sep 1, 1977
- Full Report:
GAO was asked for its view regarding an apparent conflict of intent between the Electric and Hybrid Vehicle Research, Development, and Demonstration act of 1976 and the fiscal year 1978 appropriation legislation for the Energy Research and Development Administration (ERDA). The specific concern was the extent to which ERDA could comply with the requirements of the Electric Vehicle Act in view of committee action on the appropriation bill reducing ERDA’s budget request. GAO concluded that if ERDA required additional funds to carry out activities contemplated in the budget request, the administration should request supplemental appropriations. GAO also recommended that Congress should scrutinize progress and results in connection with the 1979 budget request and, if restrictions were then considered desirable, they should be specifically included in the 1979 appropriation language.
