A review of the construction of Battle-Whitney Park and related street improvements in White Plains, New York, under the Department of Housing and Urban Development's (HUD) Community Development Program revealed serious Davis-Bacon Act violations and poor labor standards enforcement. The Davis-Bacon Act provides that workers on Federally-assisted construction projects be paid minimum wages and fringe benefits consistent with those prevailing on similar projects in the area.
