Two bidders objected to the rejection of their bids on the basis of a lack of sufficient information to determine whether the offered products were equal to the brand name products in the solicitation. The bids were properly rejected. Procuring activity may not consider product information submitted by the bidder after bid opening, since to do so would permit the bidder to affect the responsiveness of the bid. Claims for "loss of profits" are not recoverable against the Government. The claim for bid preparation costs was denied since the bid was nonresponsive.
