A decision was requested by Environmental Protection Agency Certifying Officer, concerning the agency's authority to pay from appropriations an amount not garnished from an employee's salary because of error. The agency was liable, but payment should not be made from appropriations for regular operations. If a judgment is entered, it should be paid from the "Judgment Appropriation."
