Quality and Impartiality of Evaluation of Bids

The protesters objected to a contract award for the design of a nursery facility and solar heated greenhouse. The protesting firms questioned the quality and impartiality of the evaluation of bids conducted by the procuring agency. Also protested was the alleged misuse of confidential materials and the Forest Service's failure to make a sole source award to it. None of the protests were upheld.
