Three Protests against Award of Contract to Furnish all Equipment, Material and Labor for the Operation of Photocopy Services

Three protests, registered by individual companies, were based on the grounds that the awardee's known incompetency was ignored, a bid amendment was improperly handled, and the actual needs of the agency were misrepresented. The solicitation should be reissued with more specification as to actual need. (SS)
