A company protested award of contract for food service equipment, alleging that it violates requirements for competition under Federal Supply Schedule. Protest that company was not "regular dealer" under the Walsh-Healey Act and therefore ineligible for award was not for consideration, as such determinations are vested with agencies. the protest against solicitation improprieties was untimely. The protester mistakenly believed a purchase order under Federal Supply Schedule was a contract award and subject to competition.
