The protester claimed that the request for proposals included inaccurate information and estimates which misled all offerors except the incumbent. The request for proposals should have included information on the true number of files in the file system which was to be assumed in order to allow offerors to realistically price proposals. Negotiations should be reopened and another round of best and final offers should be received and evaluated. The record does not support the allegation that the contractor gained an unfair competitive advantage by conducting a test to prove certain capacity to the contracting agency with a view to modifying the contract.
