Purchase of Cooling Tower Located on Private Property

Alvin L. Alm, Assistant Administrator for Planning and Management of the Environmental Protection Agency, questioned the use of appropriated funds for the proposed purchase of a cooling tower located on property owned by a private party. The purchase is subject to the same considerations which govern the expenditure of appropriated funds to make permanent improvements to private property. There is no objection to the purchase.
