Protest against Failure to Solicit Firm on Reprocurement

After contract for mess attendant services at the U.S. Naval Academy had been defaulted, company protested failure to solicit it on reprocurement. Navy's failure to solicit firm on reprocurement was reasonable where performance for mess attendant services was to begin following morning, and there was doubt as to firm's ability to timely commence and insufficient time for preaward survey.
