Protest Alleging Contract Ambiguity Is Denied

Company protested contract award to either of two lower bidders it claimed to be nonresponsive for failing to provide separate unit and total prices for each of eight items. Although the solicitation indicated the possibility of more than one award, agency's decision to award on "all or none" basis was proper. Protest was denied. (SW)
