Agency Determination to Provide Services In-House Rather Than to Contract

A company protested the Air Force's decision to cancel an invitation for bids for refuse collection at Griffiss Air Force Base because of an inservice cost estimate which was lower than the lowest bid received. The agency determination to provide services in-house rather than to contract for such services was a matter of executive policy and was not for determination by GAO.
