Protests re Contract Option and Price

Claimant protested award under solicitation for quantity of 670 rocket catapults, with option allowing order of 670 more at same price. The price was also protested. Successful offeror's qualification that price was limited to "total quantity of 670 units" shows offeror made "all or none" bid which merely removed Government's right to procure fewer than 670 units, but had no effect on the option. Belief that awardee's price was too low provided no legal basis to disturb award. (DJM)
