Rejection of Bids Not Conforming with Specifications

Two bidders protested award for food service disposable plastic knives. Their offered products did not meet particular features of the solicitation and were ineligible for award. The fact that one or more improper awards may have been made in the past under similar specifications would not justify repetition of the same error.
