Protest concerning Army Procurement of Military Vehicles for Foreign Military Sale

Company requested a reconsideration of a contract award for the procurement of 200 self-propelled howitzers. The previous decision upheld the Army's determination of nonresponsibility. GAO was and is without jurisdiction to entertain the protest because no appropriated funds were used in the procurement. (SW)
