A company protested the purchase of a computer microfilm system by the Marine Corps alleging that its proposal was not properly evaluated. The need to utilize competitive procedures in procurement was stressed, and it was found that the existence of an automatic data processing contract did not waive the requirement for competition. Accordingly, the protest was sustained.
