Claim for Proposal Preparation Cost on Basis That Cancellation Was Motivated by Prejudice

Company requested reimbursement for bid preparation costs, claiming that the Naval Avionics Facility acted arbitrarily in cancelling requests for proposals for digital receivers because of prejudice. The claim was denied since company did not prove that the decision was not the result of a reasonable exercise of discretion to use limited funds for another project.
