Court Adjudication Precludes GAO Consideration of Protest

A company protested the award of a contract to a competitor who included a separate charges clause in its proposal and instituted a civil suit and injunction against award. Stipulation of dismissal with prejudice, filed by all parties, acted as final adjudication, and GAO would not consider the matter further.
