Allegation That Awardee's Cell and Valve Assemblies Were Not Interchangeable with Units Currently in Use

Protester alleged that the company awarded the contract did not have qualified cell and valve assembly in accordance with National Stock Numbers as required by the solicitation. It was also alleged that competitor's assemblies were not interchangeable with protester's units currently in use. The RFP did not specifically exclude alternate and interchangeable cell and valve assemblies, and no offeror was prejudiced by this failure. Protester was made aware that RFP was to be competitive rather than sole-source. The protest was denied.
