Company protested the award of a cost-plus-fixed-fee contract for development of a converter/flight controls test station. Protester contended that a 40% price reduction made by competitor raised a question about the cost realism of its proposal and the validity of its technical approach. Agency's determination of the cost realism of competitor's final price appeared rational. Protest was denied. (SW)
