Company protested the award of a fixed price contract for an in-depth training needs analysis for fire fighters in the Alaska fire suppression program. Protester contended its proposal was technically superior and lower in price than competitor's and objected to being excluded from discussion about proposal. Agency's determination of the technical merit of proposals was not unreasonable and award to competitor judged to be technically superior was proper. Protest was denied. (SW)
