Protest Based on Failure of Competitor to Acknowledge Solicitation Amendment

A company protested the award of a contract by the Corps of Engineers to a competitor who had allegedly failed to acknowledge receipt of a solicitation amendment. Since the amendment was not found to be material and the protester did not submit evidence proving increased costs, the protest was denied.
