Philips Audio Video Systems Corporation Protests the Proposed Award of a Contract to Xerox Electro-Optical Systems by U.S. Bureau of Mines

Protester claimed that the agency's specifications were based upon information from a Philips' unsolicited proposal and that Xerox's costs were so low that they indicated a lack of technical knowledge. The specifications were devised from published information, and analysis of Xerox's proposal proved it to be valid. In addition, the protest was untimely. The protest was not considered. (SS)
