Department of Agriculture's Proposed Use of Master Agreements for Prequalifying Firms

A decision was requested on the propriety of the Department of Agriculture's proposed procedure for prequalifying offerors in the procurement of consultant services. The use of master agreements for prequalification was tentatively approved since it was not unduly restrictive of competition.
